The City of Cookeville Customer Service/Billing Department is responsible for connection, disconnection and billing for utility services offered by the city. City owned utilities include electricwatersewer and natural gas. We can normally provide same day service if you apply at the Municipal Building, 45 East Broad Street, before 4:30 pm on the day service is requested.  A copy of your lease is required from any person renting property.

Applying for Utility Service

What to Bring:

To apply for residential or commercial service please bring the following items:
  • Your Lease (if renting)
  • Two Valid Forms of Identification

Before applying for commercial business service you need:

  • Zoning Approval
  • City Business License Number (if required)

 

Application Fees:

Non-refundable application fees are $45.00 for electric, $25.00 for water and $30.00 for gas. There is an additional $10.00 non-refundable charge for each service requested. For same day service after 2:00 pm the service charge is $20.00 per service.

  • Automatic Bank Draft:
    Customers may arrange to have their bill payments electronically debited from their bank accounts on the net due date. Any payment refused by the financial institution as non-payable will be assessed a returned check charge, unless the return was due to bank error. An electronic bank draft payment form must be submitted along with a voided check or deposit slip with imprinted routing and bank account numbers before an account can be added to bank draft status.**Bank Draft Form**
  • Credit Card/Online Payments:
    We now offer customers the convenience of paying their utility bill online using a credit or debit card. Start managing and/or paying your bill online now.
Pay Online
  • Municipal Building:
    For your convenience, we have a drive through window for utility bill payment and a night depository for after hours payments. Bills may be paid Monday through Friday, 8:00 am – 4:30 pm at the Municipal Building, 45 East Broad Street. Payment may also be made by mailing to:

  • Payment by Debit Card:
    Visa and MasterCard debit cards are accepted as valid forms of payment in person at the Municipal Building.

Customer Service Fees and Penalties

Late Fees:
All utility bills will mail approximately 15 days before the net due date. A 5% late fee will be assessed on all amounts past due after the net due date.

Returned Checks:
A $20.00 returned check fee will be charged for each check or automatic bank draft returned by the bank unpaid. Payment for a returned check must be made in the form of cash, cashier’s check, money order or credit/debit card.

Service Reconnection:
When service has been disconnected by the City for nonpayment of account, a service charge of $10.00 will be assessed. A $20.00 reconnection charge will be charged to restore service. For after hours service on non-pay accounts please call 931-526-9591 for assistance.

Service Activation:

  • Bank Draft Program:
    Customers may elect to have their bill payments electronically debited from their bank accounts on the net due date. Any payment refused by the financial institution as non payable will be assessed a return check charge, unless the return was due to bank error.

  • Budget Billing:
    Customers may request billings of their utility costs in eleven equal monthly installments during the year through the City Budget Billing Program. The billing for the twelfth month will be adjusted for any amount over or under the total due. Application for the Budget Billing Program must be made during the month of May each year.
  • Critical Care Program:
    When the City of Cookeville is made aware of a customer’s reliance upon an uninterrupted power supply for life support equipment, their account is coded a “Critical Care” customer and special efforts are made to maintain and/or restore utility service.
  • Social Security Program:
    Residential customers who are dependent upon their income from Social Security or other pension to pay their energy bills may delay payment of their monthly utility bill until after  they receive their monthly check. These customers should make application to the Customer Service Department to participate in the Social Security Net Pay Program.
